The Rockland Central School District Board has appointed Jennifer Gorr as superintendent, effective Nov. 1.

The board approved Gorr’s appointment Wednesday, Oct. 1. Gorr, a Livingston Manor resident, has spent the past decade in leadership roles in the Monticello Central School District, which serves more than 2,500 students.

Gorr began at Monticello in 2016 as supervisor of special education. She became principal of the St. John Street Pre-K and Alternative High School in 2022 and has served as principal of Monticello High School since 2024.

She holds bachelor’s and master’s degrees from SUNY Empire State College, as well as a master’s degree in School Building Administration and Leadership from Mercy College. She is certified in New York as a School District Leader, School Building Leader and teacher of Students with Disabilities.

According to the district, Gorr helped launch a pre-kindergarten program in Monticello and developed an alternative high school model that achieved a 100% graduation rate. She also secured state approval for Career and Technical Education pathways aligned with workforce needs and long-term fiscal sustainability.

At Monticello High School, the district said Gorr has led improvements in safety and school climate, with gains in attendance, discipline and academic achievement.

“The board has spent significant time and consideration in finding the next superintendent. This has been a long process,” Board President Alys Mann said during Wednesday’s meeting. “Today we are pleased to welcome Jennifer Gorr to the Rockland Central School District.”

Before approving Gorr’s appointment, the board accepted the resignation of school board member Ed Gorr, her husband.

Mann said Ed Gorr recused himself from the hiring process and was not involved in executive-session discussions or candidate interviews.

Board Vice Chairman Gary Dahlman and members of the audience also thanked Ed Gorr for his service. He was Rockland’s first board president.

The board is considering three options for filling the vacant seat: appointing someone to serve until the next election, holding an election for the remainder of Gorr’s term, which runs through June 2028, or taking no action and allowing the state to appoint someone until the next scheduled election.

The issue could be discussed at the board’s next meeting, scheduled for Oct. 14 at the Rockland Elementary School auditorium.

The Rockland Central School District was formed in 2025 following voter approval of a merger between the Livingston Manor and Roscoe central school districts. The district serves about 600 students across more than 260 square miles in parts of Sullivan, Delaware and Ulster counties.
