State Police Arrest Union Treasurer in Alleged $99K Theft Case in Ulster County

KINGSTON, N.Y. — A Rosendale man was arrested June 19 and charged with stealing nearly $100,000 from a law enforcement employee association, according to state police.

New York State Police Bureau of Criminal Investigation investigators arrested Andrew C. Wells, 42, of Rosendale, on a charge of grand larceny in the second degree, a Class C felony involving property valued at more than $50,000.

The investigation began in late April 2026 after the board of the Ulster County Sheriff’s Employee Association identified suspicious activity involving its bank account. The matter was then referred to state police in Kingston for investigation.

Investigators determined Wells, who served as the association’s treasurer, allegedly stole approximately $99,418.23 from the organization’s business account between February 2023 and April 2026 for personal use.

Wells voluntarily reported to state police in Kingston on June 19, where he was arrested and processed without incident, authorities said. He was then transported to the Kingston City Court Centralized Arraignment Part and released on his own recognizance.

Ulster County Sheriff Juan Figueroa issued a statement regarding the arrest:

“The arrest of Correction Officer Andrew Wells is both appalling and tragic. He was entrusted to serve this county with integrity upon swearing the oath and betrayed many with his alleged actions. I was notified of this potential criminal conduct by the Ulster County Sheriff’s Employees Association president, contacted the Ulster County District Attorney and referred this case to the New York State Police to investigate. As public servants, conduct of this nature will never be tolerated. Mr. Wells has been suspended without pay from our office pending the outcome of both the criminal and internal investigations. All inquiries relative to this investigation should be directed to the New York State Police.”

The investigation remains ongoing, according to state police.
