Kingston, NY, September 15, 2026 – The Ulster County Board of Elections is launching the Ulster County Electronic Ballot Delivery System, a new service that will allow voters to track their vote-by-mail or absentee ballot through each stage of the ballot delivery and return process.
The new system is designed to provide voters who have applied to vote by mail or by absentee ballot with greater transparency and peace of mind when choosing to vote by mail. Voters who sign up for SMS text message and/or email notifications will receive updates as their ballot moves through the process, from the time it is created by the Board of Elections through its delivery, return, receipt, and processing. Depending on the status of their ballot, voters may receive notifications when:
- Their ballot has been created by the Board of Elections.
- Their ballot has been mailed to them.
- Their ballot has been delivered to their designated mailing address.
- Their voted ballot has been placed in the mail for return to the Board of Elections.
- Their ballot has been received by the Board of Elections.
- Their ballot has been accepted for counting.
- Their ballot has been flagged for further review or corrective action.
- Their ballot has been returned to sender.
- Their ballot is in transit.
- There is an estimated change or delay in delivery.
The Ulster County Board of Elections will use USPS Intelligent Mail barcode technology to track ballots while they are being delivered to voters and when voted ballots are being returned to the Board of Elections.
“We want voters who choose to vote by mail to have confidence in the process and access to accurate information about their ballot,” said Ulster County Republican Elections Commissioner Keri Williams. “The Ulster County Electronic Ballot Delivery System gives voters the ability to follow their ballot at every stage of the process; from the moment it is created to the moment it is received, and processed by the Board. We hope this provides voters with greater peace of mind and another way to stay informed about their ballot.”
The Board of Elections will also monitor delays involving election mail and will directly engage with the United States Postal Service when significant delays occur. The Board will work to ensure that delays affecting ballots are addressed promptly and that the Board receives information regarding the reason for significant delays.
“We recognize that recent news and increased public attention surrounding the United States Postal Service have created questions for some voters about using the mail to cast their ballot,” said Ulster County Democratic Elections Commissioner Ashley Torres. “Our goal is to give voters reliable, up-to-date information, so they can see where their ballot is and take action if something requires their attention.”
Several Ways to Request and Return Your Ballot
Voters have several options for requesting and returning a vote-by-mail or absentee ballot.
You Can Request a Ballot to Be Mailed To:
- Your home address, or
- Any other address or location you designate.
If You Receive Your Ballot by Mail, You Can Return It Several Ways:
By Mail:
Use the postage-paid return envelope provided with your ballot. Your ballot must be postmarked no later than Tuesday, November 3, 2026, Election Day.
The Board of Elections recommends that voters personally bring their ballot to a post office and request a “hand cancellation” postmark. This provides a clear postmark showing when the ballot was accepted by the Postal Service.
At the Board of Elections:
Drop off your completed ballot at the Ulster County Board of Elections, Monday through Friday, from 9:00 a.m. to 5:00 p.m.
At an Early Voting Center:
Drop off your completed ballot at any designated Ulster County Early Voting Center.
On Election Day:
Drop off your completed ballot at any designated Ulster County polling location on Tuesday, November 3, 2026, from 6:00 a.m. to 9:00 p.m.
Have Someone You Trust Return It:
You do not have to personally deliver your completed ballot. Someone you trust can return the ballot on your behalf.
Vote in Person:
Voters who receive a mail ballot may also choose to vote in person.
Vote Your Ballot at the Board of Elections
Beginning September 18, 2026, through November 2, 2026, voters can visit the Ulster County Board of Elections and receive their ballot in person.
Voters who choose this option can:
- Receive their ballot at the Board of Elections.
- Vote their ballot immediately at one of the Board’s designated voter privacy stations.
- Return their completed ballot over the counter at the Board of Elections.
- Mail the ballot using the postage-paid return envelope.
- Deliver the ballot to a designated Early Voting Center or polling location.
If the ballot is returned by mail, it must be postmarked no later than Tuesday, November 3, 2026, Election Day.
Important 2026 Mail Ballot Deadlines
September 18, 2026
Deadline for the Board of Elections to transmit ballots to eligible Military, Special Federal, and UOCAVA voters. First date that Vote by Mail/Absentee ballots will be available at the Ulster County Board of Elections.
October 24, 2026
Last day for the Board of Elections to receive an application for a General Election ballot by mail or through the online portal.
November 2, 2026
Last day to apply in person for a General Election ballot.
November 3, 2026
Last day to postmark a General Election ballot. A ballot returned by mail must be received by the Board of Elections no later than November 10, 2026.
November 3, 2026
Last day to deliver a General Election ballot in person to the Board of Elections or any Ulster County polling location. Polls are open from 6:00 a.m. to 9:00 p.m.
